In these circumstances and in view of the estimate of the relative natural ability of Mr. Kemp and Mr. Lee-Jones contained in Mr. May's Despatch No. 245 dated the 4th June last, I suggest that I should be authorised to inform Mr. Lee-Jones that you see no reason to reconsider the arrangement that has been made to provide a successor to Mr. Seth.
